GRC 2020 General Case (2022-24)
The rates approved for years 2022-24 invest over $6 million in the Calipatria Customer Service Area. The new rates are invested in your service area’s new mains, service connections, treatment plant upgrades, and backup power equipment.
GRC 2023 General Case (2025-27)
The rates proposed for 2025-2027 will provide Calipatria and Niland customers with long-term value by investing over $15.4 million in proactive capital investments and maintenance of local water infrastructure essential to delivering and treating local water. These proposed investments include water distribution projects, structural improvements to several reservoirs essential to the local water supply, upgrading water treatment facilities with new treatment equipment, solar generation equipment, and replacing aging water mains, and water purification and safety equipment.
Current & Upcoming Projects
Sorenson Avenue AMR Project
Location: The new pipelines will be installed on Sorenson Avenue, Delta Street, Alley Street, Rail Road Avenue and California Street in the City of Calipatria.
Project Timeline: March 2024 – September 2024
Working Hours: Monday – Friday | 7:00 a.m. – 5:30
p.m.
(No work on Holidays or Weekends)
Construction crews will work to:

Install a new 8” PVC water main, fire hydrants, and domestic water services.
This project will improve the distribution system and ensure Golden State Water can continue providing reliable water service to local customers.

Holabird West Tank Rehabilitation
Location: Holabird Plant - 631 S. Sorensen Ave., Calipatria, CA.
Project Timeline: January 2024 - July 2024.
Working Hours: Monday – Friday | 7:00 a.m. – 5:00
p.m.
(No work on Holidays or Weekends)
Construction crews will work to:
- Install new tank coating, tank repairs and safety upgrades at the Holabird Plant Tank.
This project will improve the distribution system and ensure Golden State Water can continue providing reliable water service to local customers.

Recently Completed Projects
Blair Plant Improvement Project
Location: Blair Booster Station, 7101 Blair Raod, Calipatria , CA (South West Corner of Blair Road and Hoober Road)
Project Timeline: November 2022 - March 2023
Working Hours: Monday – Friday | 7:00 a.m. – 5:00 p.m.
Construction crews will work to:
- Install two (2) surge tanks at Golden State Water Company’s Blair Plant.
This project will improve the distribution system and ensure Golden State Water can continue providing reliable water service to local customers.

Niland Plant Demolition
Location: Niland Plant is located on Cuff Road approximately 1300 south of Highline Canal in the City of Calipatria
Project Timeline:
October 4, 2022 – November 2022
Working Hours:
Monday – Friday (No weekends or holidays)
7 a.m. – 5 p.m.
Construction crews will work to:
Demolish, dig, and backfill within the plant site.
The construction crews will make every effort to keep dust to a minimum. Please expect an increased level of noise during the construction period.

Brown Ave. Main Replacement
Brown Ave. – E. California St. to Elder St.

Early December 2021 – Late January 2022

Install 2 fire hydrants
Install 8 service lines
