Focusing on System Improvements Since 1997, Golden State spent $18.6 million on improving the Ojai water system. One of the more recent improvements is the new Heidelberger 100,000-gallon water tank. Rate Adjustment on January 1, 2012 The change is due to an annual adjustment based on inflation and capital improvements authorized by the California Public Utilities Commission. A typical residential customer with a 5/8”x3/4” meter using 12 Ccfs per month (8,976 gallons) will experience an increase of $0.48 or 0.66% from $73.41 to $73.89 effective Jan. 1, 2012. Golden State Water Company (GSWC) Files Plan to Establish New Rates in 2013, 2014, and 2015 GSWC on July 21, 2011, filed a notice of application for a general rate increase for the years 2013, 2014, and 2015. The application was filed with the California Public Utilities Commission (CPUC). The CPUC regulates GSWC to ensure adequate levels of service are provided at the lowest reasonable costs. It is anticipated that a decision will be made in the fall of 2012. The following documents provide additional information:

Tiered Rates Encourage Water Use Efficiency for Golden State Water Company Customers in Ojai GSWC customers in the utility’s Ojai Customer Service Area have tiered rates to promote water use efficiency. The change, approved by the California Public Utilities Commission, went into effect on Sept. 1, 2009. GSWC will not exceed CPUC authorized revenues as a result of tiered rates. "Tiered rates will encourage customers to save water by giving them extra financial incentive to use less," said GSWC Coastal District Manager Ken Petersen. Here’s how tiered rates work. Customers get charged for each unit of water they use. A unit is equal to one hundred cubic feet of water, or Ccf (748 gallons). In Ojai, residential customers will pay the lowest rate for each Ccf they use in tier one, up to 5 Ccf. For every unit of water used in tier two, which is 6-20 Ccf, customers will pay a higher rate. In tier three, customers will pay a higher rate than in tier two for every unit of water from 21 Ccf and above. The top of the first tier is based on the average winter month usage for the service area. The top of second tier is based on the midpoint between the annual average usage and the average summer month usage for the service area. The per unit price differential between each tier is approximately 15 percent, a sufficient amount to encourage water use efficiency. Urban Water Management Plan
An Urban Water Management Plan (UWMP) is required by California Water Code to be updated every five years. It applies to all urban water suppliers that supply more than 3,000 acre-feet of water per year or serve more than 3,000 connections. The UWMP provides information about how GSWC will meet water demand now and in the future. The 2010 Urban Water Management Plan for GSWC's Ojai Water System can be viewed here. LOW INCOME PROGRAM Golden State Water Company offers a monthly credit on your bill for customers that qualify for the Alternate Rates for Water (CARW) program. If you already participate in the CARE program of participating energy utilities you may also qualify for GSWC’s CARW program by submitting a copy of a current utility bill showing your eligibility for CARE. Qualifications are based on the number of people living in your home and your total household income, including wages, government checks and benefits, and other financial support you and members of your family receive. Water Conservation Rebate Programs NEW! Increased Rebate Amounts for Water-Saving Devices Golden State Water Company (GSWC) customers in Ojai have a golden opportunity to take advantage of rebate programs to help them save money on their purchase of new water-saving appliances.
