Rate Adjustment on January 1, 2012 The change is due to an annual adjustment based on inflation and capital improvements authorized by the California Public Utilities Commission. A typical residential customer with a 5/8”x3/4” meter using 13 Ccfs per month (9,724 gallons) will experience an increase of $0.99 or 5% from $20.74 to $21.73 effective Jan. 1, 2012. Golden State Water Company (GSWC) Files Plan to Establish New Rates in 2013, 2014, and 2015 GSWC on July 21, 2011, filed a notice of application for a general rate increase for the years 2013, 2014, and 2015. The application was filed with the California Public Utilities Commission (CPUC). The CPUC regulates GSWC to ensure adequate levels of service are provided at the lowest reasonable costs. It is anticipated that a decision will be made in the fall of 2012. The following documents provide additional information:
GSWC Files a Cost of Capital Application
A Cost of Capital application was filed May 2, 2011 with the CPUC. In this filing, GSWC is requesting the CPUC to review and authorize an increase in the cost of capital reflected in rates for 2012, 2013, and 2014. A decision is expected in December 2011. For more information, see:

Golden State Water Company (GSWC) Supports 24th Annual Rancho Cordova Fourth of July Event GSWC employees provided water-use efficiency information during the two-day Fourth of July Event at Hagan Park. In the photo, below, two children play the Water Conservation Wheel for the chance to demonstrate their knowledge and win prizes.
Urban Water Management Plan An Urban Water Management Plan (UWMP) is required by California Water Code to be updated every five years. It applies to all urban water suppliers that supply more than 3,000 acre-feet of water per year or serve more than 3,000 connections. The UWMP provides information about how GSWC will meet water demand now and in the future. The 2010 Urban Water Management Plan for GSWC's Cordova Water System can be viewed here. LOW INCOME PROGRAM Golden State Water Company offers a monthly credit on your bill for customers that qualify for the Alternate Rates for Water (CARW) program. If you already participate in the CARE program of participating energy utilities you may also qualify for GSWC’s CARW program by submitting a copy of a current utility bill showing your eligibility for CARE. Qualifications are based on the number of people living in your home and your total household income, including wages, government checks and benefits, and other financial support you and members of your family receive. Prior to September 2010, GSWC had approximately 5160 customers in the Rancho Cordova area with water meters, while approximately 8,300 customers were without meters. To accelerate the meter installation program, GSWC applied for and was awarded $9 million in federal assistance. From now through much of 2011, GSWC’s contractor, Marques Pipeline, will be installing meters on single and multi-family residential service lines in Rancho Cordova. Customers notifications will occur on four separate occasions: 30 days before work begins in their area; 48 hours prior to the start of work; approximately one week after the meter is installed; and one billing period prior to the customer receiving their first bill on metered rates.

WATER CONSERVATION REBATE PROGRAMS Golden State Water Company partners with other agencies to offer various rebate programs as an incentive for customers to purchase water-efficient products. Here are some programs created for the Arden Cordova Customer Service Area. Funding is limited. High-Efficiency Clothes Washer (HECW) Rebates Rebates up to $225. Residential and multifamily property owners are eligible. Rebates dependent on type of clothes washer and the home water heating system. Contact the Sacramento Municipal Utility District (SMUD) at 1-888-742-7683 for program requirements prior to purchase. Customers who meet the qualifications are eligible for a $125 rebate from Golden State Water Company for qualifying units with a water factor of 4 or less. High-Efficiency Toilet (HET) Rebates Residential, multifamily, and Commercial Customers are eligible. Residential customers are eligible for up to two (2) rebates for toilets that are installed in pre-1994 built homes with toilets that flush 3.5 gallons or more. Multifamily and commercial customers that wish to replace more than two toilets must fill out the supplemental application form identifying the units and flush volumes replaced. Customers must install an EPA WaterSense approved toilet that flushes no more than 1.28 gallons per flush. Weather-based Irrigation Controller (SmarTimer) Single-family homes, multi-family properties, and commercial properties with less than 1 acre of irrigated area may receive a $100 rebate for purchasing and installing a qualified Weather-based Irrigation Controller (Smart Timer). Sites larger than 1 acre will qualify for $25 per active station.
