Golden State Water Company May Reissue Premium Charges to Customers after High Usage in May and June Golden State Water Company (GSWC) has informed all of its Simi Valley customers in a July 21, 2010 letter that it may return to issuing premium charges for customers who exceed the monthly water allocation assigned to them in their bill statements. Water usage for the service area rose above conservation targets for May and June. If the trend continues, GSWC would face penalties from its wholesale water supplier, Calleguas Municipal Water District (CMWD), for exceeding the company's allocation. The CMWD penalty would be passed on to all Simi Valley customers in the form of a surcharge. GSWC’s water rationing plan is designed to avoid the surcharge for all customers by only penalizing those customers who exceed their monthly allocation. Currently, GSWC's water shortage plan (Schedule 14.1) for its Simi Valley Customer Service Area is in a voluntary stage. We are asking Simi Valley customers to take steps to reduce by 15 percent compared to an historical average for their property. Information about customer water allocations is in their bills. See more information about the water rationing plan here. Although we are in a voluntary stage for water allocations, water use restrictions are in effect. GSWC may issue fines to customers who are involved in water wasting activities such as using water in any manner that results in run-off in gutters, waterways, patios, driveways or streets. Repeated violations could lead to the installation of flow restrictors at the customer’s cost and suspension of service. See list of restrictions Should a mandatory allocation stage be re-implemented, customers would be notified in advance and exception forms would be available for customers to request an allocation adjustment. For example, if a household added several people since 2006, or if customers require additional water for medical needs, they may be eligible for a higher water budget. Water conservation practices and devices may be evaluated as part of the exception evaluation process. Since the targeted reductions in the current stage for Simi Valley customers are voluntary, allocation forms will not be processed at this time. Surcharges Added to Bills as a Result of Higher Purchased Water and Electricity Costs In January 2010, the California Public Utilities Commission approved of Advice Letters 1373-W and 1374-W, allowing Golden State Water Company to add surcharges for its Simi Valley customers resulting in an increase in bills of approximately 22.8 percent to recover increased costs for purchased water from Calleguas Municipal Water District and electricity from Southern California Edison. For an average customer who uses 17 Ccf per month (1 Ccf = 748 gallons; 17 Ccf = 12,716 gallons), their monthly bill will increase by approximately $11.29 per month.
Plan Filed to Establish New Rates in Simi Valley Customer Service Area for 2011 and 2012 Golden State Water Company filed a General Rate Case application with the California Public Utilities Commission in January 2010 to establish rates for the Simi Valley Customer Service Area for the years 2011 and 2012. If approved, the new rates would cover the increasing cost to operate and maintain the local water system and fund approximately $4.7 million in local capital investments. Golden State has Invested More Than $2 Million in the Simi Valley Customer Service Area Since 2000 Golden State is constantly improving its water infrastructure to ensure its supply, distribution, and storage systems are adequate. From 2000 to 2008, Golden State spent more than $2 million on improvements in the Simi Valley Customer Service Area. "The ongoing replacement of aging infrastructure is an important initiative for our company," said GSWC's Coastal District Manager Ken Petersen. Golden State Water Company is regulated by the California Public Utilities Commission, which established a Water Action Plan. One of the six objectives of the plan is to promote water infrastructure investment. Nationally, leaking pipes lose an estimated seven billion gallons of clean drinking water a day, according to the American Society of Civil Engineers.
New Tiered Rates in Effect Sept. 1, 2009, to Encourage Conservation for Golden State Water Company Customers in Simi Valley Golden State Water Company (GSWC) residential customers in the utility’s Simi Valley Customer Service Area have tiered rates to promote water conservation. The change, approved by the California Public Utilities Commission, went effect on Sept. 1, 2009. GSWC will not exceed CPUC authorized revenues as a result of tiered rates. "Tiered rates will encourage customers to save water by giving them extra financial incentive to use less," said GSWC Coastal District Manager Ken Petersen. "And the lower monthly charge is an added bonus that gives customers more control over their water bill." Here’s how tiered rates work. Customers get charged for each unit of water they use. A unit is equal to one hundred cubic feet of water, or CCF (748 gallons). In Simi Valley, residential customers will pay the lowest rate for each CCF they use in tier one, up to 13 CCF. For every unit of water used in tier two, which is 14-20 CCF, customers will pay a higher rate. In tier three, customers will pay a rate higher than tier two for every unit of water from 21 CCF and above. GSWC also reduced the service charge so that a greater percentage of future water bills will be based on water consumption.
