GRC 2020 General Case (2022-24)
The General Rate Case approved June 29, 2023, invests over $6 million in the Apple Valley Customer Service Area. The new rates are being invested in your service area’s chlorine analyzers, new main installation, reservoir expansion, and backup power equipment.
GRC 2023 General Case (2025-27)
The rates proposed for 2025-2027 will provide customers with long-term value by investing over $6.9 million in proactive capital investments and maintenance of local water infrastructure essential to the delivery and treatment of reliable, quality water. Investments in the Apple Valley Service Area include, but are not limited to, water distribution projects, structural improvements to a plant site, permitting of a new well, solar generation, and the replacement of aging mains, pumping and purification equipment
Current & Upcoming Projects
Llanto Road Main Replacement Project Project
Location: The new pipelines will be installed on Waalew Road between Mesquite Road and Llanto Road, and along Llanto Road between Waalew Road and Cayman Road in the Town of Apple Valley.
Project Timeline:
Mid-January 2024 – Mid-March 2024
Working Hours:
Monday – Friday (No weekends or holidays)
7:00 a.m. – 5:00 p.m.
Construction crews will work to:
- Install a new 8” PVC water main, fire hydrants, and domestic water services.
This project will ensure Golden State Water can continue providing reliable water service to local customers.

Pawnee Well Decommission Project

June 2023 – September 2023

Construction crews will work to:
- Continue well abandonment at Golden State Water Company’s Pawnee Plant.
This project will ensure Golden State Water can continue providing reliable water service to local customers.

Pawnee Well Destruction

- Demolish the Pawnee Well
- Restore the surrounding landscape

Waalew Reservoir and Water Transmission Main
Replacement

December 4, 2020 – September 30, 2021

Construction crews will work to:
- Construct a 0.3 Million Gallon Welded Steel Reservoir
- Install 2,800 LF of 8-inch PVC water line
- Install 120 LF of jack and bore

Construction crews will work to:
- Install 7,590 LF of 8” PVC Pipe
- Install 13 fire hydrants
- Install 105 services
This project will improve hydraulics in the Apple Valley water system, and increase service reliability by mitigating interruptions caused by aging infrastructure.
