Golden State Water has been serving the Placentia area since 1929. We are proud to provide high-quality, reliable water service to approximately 15,500 customers in Placentia and portions of Anaheim, Cowan Heights, Lemon Heights, Orange and Yorba Linda.

Three water systems serve the Placentia Customer Service Area. Water delivered to customers in the Cowan Heights, Placentia, and Yorba Linda systems is a blend of groundwater pumped from the Orange County Groundwater Basin and imported water from the Colorado River Aqueduct and State Water Project (imported and distributed by Metropolitan Water District of Southern California).

As a regulated utility, Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service.

  • Effective June 8, 2019, an average residential customer in the Placentia Customer Service Area with a 5/8 x 3/4” meter using 11 Ccf per month would see a monthly bill decrease of $1.04 from $56.46 to $55.42 compared to 2018 (excluding any applicable surcharges).
  • On May 30, 2019, Golden State Water’s GRC was approved by the State of California to set water rates for 2019, 2020 and 2021 and authorize infrastructure investments for the local system. New rates were implemented effective June 8, 2019. Learn more here. (English | Spanish)
  • On July 1, 2018, local water rates decreased by 3.21% to pass cost savings from the new lower federal corporate income tax requirement through to customers. Click here to learn more.
Golden State Water plans to invest approximately $115 million companywide for infrastructure projects in 2019, because proactive system maintenance is critical to protecting water service now and for future generations.

More than $7.3 million in infrastructure improvements are planned for 2019 in the Placentia service area.

Urban Water Management Plan (UWMP)
Every five years, UWMPs are prepared for systems that supply more than 3,000 acre-feet of water per year or serve more than 3,000 connections. UWMPs are prepared to support long-term planning goals and ensure that adequate water supplies are available to meet existing and future water demands.

On April 7, 2017, Governor Jerry Brown issued an executive order lifting the drought emergency for most of the state, while asking Californians to continue using water responsibly and make conservation a way of life.

Local water-use and outdoor irrigation restrictions implemented during the drought emergency have been lifted.
