Golden State Water Announces New General Manager

San Dimas, Calif. – Golden State Water Company (Golden State Water) is proud to announce the appointment of Nabil Saba as the new General Manager overseeing the Foothill and Mountain/Desert Districts. The districts include portions of the Los Angeles and San Bernardino County communities of Claremont, San Dimas, San Gabriel, Apple Valley, Barstow, Morongo Valley and Wrightwood. 

“It’s a privilege to join Golden State Water as the next General Manager for the Foothill and Mountain/Desert Districts,” said Nabil Saba, General Manager. “My goal is to ensure we continue providing safe, reliable and quality drinking water to our residential and commercial customers. I look forward to collaborating with our dedicated teams to serve our communities with excellence.” 

With more than 35 years in public service and water system management, Saba brings extensive expertise to Golden State Water. He most recently served as Executive Director of Santa Ana’s Public Works Agency, overseeing multiple divisions, guiding the City’s Capital Improvement Program and advancing major infrastructure projects. Previously, Saba spent nearly a decade as Santa Ana’s Water Resources Manager, where he led supply planning, capital projects and conservation initiatives. His earlier engineering and regulatory roles further established his foundation in water quality and system management. 

Saba is also a registered Civil Engineer and holds both a Grade 5 Water Distribution Certificate and a Grade 5 Water Treatment Certificate, two of the most advanced and respected certifications in the water industry. 

As General Manager, Saba will be responsible for leading operations across the Foothill and Mountain/Desert Districts, ensuring regulatory compliance, enhancing customer service and guiding infrastructure investments that support safe, reliable and quality drinking water delivery to approximately 56,100 customers.  

Saba officially began his role on August 4, 2025, and is eager to engage with the community, local stakeholders and support Golden State Water’s mission of providing high-quality water service throughout California.
