Morongo Valley
Drought
Following several months of storms bringing much-needed snow and rain to California, conditions have dramatically changed for many parts of the State. In response, Governor Newsom has rolled back some drought emergency provisions that are no longer needed while maintaining other measures that support regions and communities still facing water supply challenges.
Effective Sunday, May 14, 2023, Golden State Water Company modified outdoor watering restrictions to allow for watering up to three days per week. Given that water conditions will continue to evolve, customers are encouraged to use water wisely and only use what is needed.
Golden State Water is recommending customers limit outdoor irrigation between the hours of 7 PM and 8 AM per the following schedule:

Rates
As a regulated utility, Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.
2020 GRC (2023 Rates)
Effective July 31st, 2023, the California Public Utilities Commission approved the 2020 GRC which includes new rates to ensure the safety and dependability of your local water system. The new rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure. Click here to learn more. - The average residential customer in the Morongo Valley Customer Service Area with a 5/8 x 3/4” meter using 5,236 gallons (700 cubic feet or 7 Ccf) per month will see their monthly bill increase from $45.83 to $51.02 (excluding any applicable surcharges).
- The average commercial customer in the Morongo Valley Customer Service Area with a 5/8 X 3/4” meter using 49,368 gallons (6,600 cubic feet or 66 Ccf) per month will see their monthly bill increase from $301.20 to $335.09 (excluding any applicable surcharges).
2023 GRC (2025 Rates)
As required by the CPUC every three years, in August of 2023, Golden State Water Company filed its 2023 General Rate Case (GRC) with the California Public Utilities Commission. This rate plan proposes local infrastructure investments and water rates for the years 2025, 2026 and 2027. Any adjustments to current rates will not go into effect until January 2025, at the earliest. Click here to learn more.
- The average residential customer with a 5/8 X 3/4” meter using 5,236 gallons (700 cubic feet or 7 Ccf) per month will see their 2023 monthly bill increase from $51.03 to $63.52 in 2025, at the earliest (excluding any applicable surcharges).
- The average commercial customer with a 5/8 X 3/4” meter using 51,612 gallons (6,900 cubic feet or 69 Ccf) per month will see their 2023 monthly bill increase from $348.93 to $440.15 in 2025, at the earliest (excluding any applicable surcharges).

Capital Projects
The General Rate Case approved June 29, 2023 invests over $2 million in the Morongo Valley Customer Service Area. The new rates are being invested in your service area’s new booster pump station, new electrical equipment, new chlorine analyzers, uranium treatment, and backup power equipment.
The 2022 investments include water supply enhancements, distribution and ongoing improvements designed to replace old meters, mains and safety equipment. Click here to learn more and access a list of projects planned for 2022.

Knobb Ave. Zone Realignment Project
Location: Park Avenue, Mojave Drive, San Jacinto Street and Hess Blvd. in the County of San Bernardino
Project Timeline: Mid- September 2022 - End of January 2023
Working Hours:
Monday – Friday (No weekends or holidays)
7:00 a.m. – 5:00 p.m.
Construction crews will work to:

This project will improve the distribution system and ensure Golden State Water can continue providing reliable water service to local customers.
