Golden State Water to Bring Safe and Clean Drinking Water to the Robbins Community for the First Time in Decades
Robbins, Calif. – Today, Golden State Water Company (Golden State Water), the State Water Resources Control Board, the California Public Utilities Commission’s Public Advocate’s Office and local leaders announced the construction of a new well and water treatment facility to bring residents of Robbins safe and reliable drinking water. The community’s reliance on bottled drinking water will change once construction and testing is complete.
Golden State Water’s acquisition of the Robbins Water System as well as the California State Water Resources Board’s grant funding signaled a new era for the community by providing a pathway to deliver quality water and reliable service to Robbins residents,” said Sean Twilla, Golden State Water Company Northern District General Manager. “Golden State Water is committed to restoring the Robbins Water System to full compliance with all federal and state water quality standards designed to protect public health and safety. At Golden State Water, we never want our customers to think twice about the quality of water coming from their taps.”
On May 1, 2022, Golden State Water acquired the Robbins Water System from Sutter County. The system currently serves approximately 93 service connections and more than 300 residents.
Across the state, more 875,000 Californians are serviced by water systems that fail to provide safe drinking water. Failing water systems are common in small and rural communities like Robbins, where water exceeds the naturally occurring arsenic Maximum Contaminant Level (MCL) set by the Division of Drinking Water (DDW).
Collaborating with state agencies, Golden State Water and Sutter County secured an $8 million grant from the State Water Resources Control Board’s SAFER program to build a water system that provides safe drinking water. The acquisition of the water system by Golden State Water in 2022 and the grant from the State Water Resources Control Board mark a new chapter for the community, offering expertise and a pathway to delivering quality water and reliable service to Robbins residents. Construction at the James Site began in June 2025, and the construction and testing phases are expected to be completed by Spring 2027.

Since 2019, through our Safe and Affordable Funding for Equity and Resilience program, we have helped to fund consolidations of nearly 160 community water systems, benefitting over 340,000 people with water systems that are resilient and better positioned to meet future challenges. We are grateful for Golden State Water Company’s leadership in helping Robbins achieve safe and reliable drinking water in the near future.”
As a former Sutter County Supervisor representing Robbins, Assemblyman James Gallagher was an early supporter of Golden State Water’s acquisition of the water system and the state grant.
“Our goal should be to make sure every community has access to clean and safe drinking water,” said James Gallagher, Assemblymember of the 3rd Assembly District. “This new well and water treatment project by Golden State Water Company helps make that a reality for the people of Robbins. I have been proud to be part of that effort.”
Constructing this new well and water treatment facility marks a new era for the Robbins community. In the near future, the local water system will comply with state and federal drinking water standards – eliminating the need for residents to rely on bottled water.
