Frequently Asked Questions
Prospective Artesia Customers
1. What are the benefits of being served by Golden State Water?
If state regulators approve the sale, connecting two neighboring systems will improve operational efficiency and strengthen overall system reliability for customers. Golden State Water has decades of experience providing safe, reliable water service to communities throughout California. We are committed to maintaining and investing in local water infrastructure to ensure dependable service and safe drinking water. We are recognized for strong customer service and are available 24 hours a day, 7 days a week — including holidays — to answer questions and provide assistance. Our goal is to make your experience seamless, so you can feel confident about your water service every day.
2. Is the sale complete?
No. The agreement between the City of Norwalk and Golden State Water Company must first be approved by the California Public Utilities Commission (CPUC). The CPUC is the state agency that regulates water utilities and ensures that transactions are in the public interest. As indicated in the public notices, customers may submit public comments to the CPUC as part of its review process.
3. Will the sale increase my water bill?
There is a proposed rate increase for acquired customers that would vary based on water usage. If approved by the CPUC, Artesia customer rates would be slightly lower than Golden State Water’s current Region 2 rates. We understand that water rates are important to families and businesses, and we are committed to transparency regarding any future changes. Any future rate adjustments must be reviewed and approved by the CPUC to ensure they are fair and justified. Customers will be notified in advance of any adjustment to water rates.
4. How would the transition work if approved?
If the CPUC approves the sale, customers will receive clear, advance communication explaining what to expect. Our goal is to ensure a smooth transition with no disruption to water service. Customers will receive information about billing, payment options, and customer support contacts well before any changes occur.

Current Golden State Water Customers
1. Why is Golden State Water purchasing a water system?
We pursue acquisitions when they support long-term service reliability and operational effectiveness. If approved by state regulators, connecting two neighboring systems will improve operational efficiency and strengthen regional reliability. This consolidation allows for coordinated infrastructure planning and system management.
2. Will this acquisition affect my service?
No changes to your current water service are expected as a result of this acquisition. Your water quality, service reliability, and customer support will remain the same.
3. Will my rates go up?
The acquisition does not require a rate increase for existing Golden State Water customers. This transaction is structured so it does not place additional costs on existing customers. All rates are regulated by the California Public Utilities Commission (CPUC) and must be reviewed and approved before any changes occur.
4. When will this acquisition happen?
The proposed purchase is pending approval by the CPUC. If approved, customers will be notified and provided updates regarding next steps.
