2026 General Rate Case (2028-30)
The rates proposed for 2028-2030 will provide customers in the San Gabriel Service Area with long-term value by investing nearly $21 million in local water infrastructure essential to delivering safe, high-quality, and reliable drinking water.
Proposed investments include upgrading water treatment and electrical infrastructure at the San Gabriel Plant, which operates two groundwater wells with a combined capacity of 1,300 gallons per minute and a treatment system for PFAS and VOC removal, improving security and drainage at the Encinita Plant, and recoating the 0.50-million-gallon Teresa Reservoir. These projects, combined with ongoing pipeline replacements throughout the service area, will improve water quality, strengthen system reliability, and extend the life of critical water infrastructure. Together with the company’s ongoing investments in water treatment technology and fire hydrants that support public safety, new investments will help maintain safe drinking water standards and reliable service for the community.

Current & Upcoming Projects
South Arcadia System – Drought Tolerant Landscaping
Location: 4944 N. Persimmon Ave., Temple City, CA 91780
Project Timeline: February 2026 – March 2026
Working Hours: Monday – Friday (No weekends or holidays) 7:00 a.m. – 5:00 p.m. However, there will be times during the construction period when around-the-clock (24 hours a day, 7 days a week) operations will be necessary.
Construction crews will work to:
- Replace ornamental grass with artificial turf.
This project will improve the distribution system and ensure Golden State Water can continue providing reliable water service to local customers.

Recently Completed Projects
Saxon Plant – Well Replacement, Reservoir and Booster Station
Location: 409 E Saxon Ave, San Gabriel, CA, 91776
Project Timeline: June 21, 2023 – Mid-November 2023
Working Hours: Monday – Friday (No weekends or holidays) 7:00 a.m. – 5:00 p.m. However, there will be times during the construction period when around-the-clock (24 hours a day, 7 days a week) operations will be necessary.
Construction crews will work to:
- Demolish existing building. Construct a 0.75 MG reservoir.
- Drill and equip a replacement well for Saxon Well #3, consolidate chlorine buildings and replace drain line due to leaks.
- Construct a new booster station at the Saxon Plant inside a building, replace the MCC and PLC and increase service from Southern California Edison.
This project will improve the distribution system and ensure Golden State Water can continue providing reliable water service to local customers.

South Arcadia Main Replacement
