GRC 2026 General Case (2028-30)
The rates proposed for 2028-2030 will provide customers in the Wrightwood Service Area with long-term value by investing nearly $15 million in local water infrastructure essential to delivering safe, high-quality, and reliable drinking water.
Proposed investments include fire-hardening improvements at six plant sites, installation of permanent generators at Heath Creek Wells No. 4 and 7, construction of 30-kWdc and 15-kWdc solar generation facilities at the Buford Canyon and Government Canyon plants, and upgrades to the 0.15-million-gallon Government Canyon North Reservoir. These projects, combined with ongoing pipeline replacements throughout the service area, will improve system reliability, strengthen wildfire and emergency resiliency, reduce energy costs through renewable power generation, and extend the service life of critical water infrastructure. Together with the company’s ongoing investments in water treatment technology and fire hydrants that support public safety, new investments will help maintain safe drinking water standards and reliable service for the community.

City of Wrightwood – Acorn Plant Tank Replacement Project
Location: 75 Yards South of 5408 Acorn Drive, Wrightwood, CA 92397
Project Timeline: May 2026 – August 2027
Working Hours:
8:00 a.m. – 5:00 p.m. Monday – Friday (No weekends or
holidays)
Construction crews will work to:
Replace the tank at the Acorn Plant.
This project will improve the distribution system and ensure Golden State Water can continue providing reliable water service to local customers.

Install new media and make plant improvements.

Mojave Scenic Drive Main Replacement Project
Location: The new pipelines will be installed on the Mojave Scenic Drive between Sheep Creek Drive and East Canyon Drive in Wrightwood Area of San Bernardino County, California.
Project Timeline:
May 2024 – June 2024
Working Hours:
8:00 a.m. – 4:30 p.m.
Construction crews will work to:
- Install new 6’, 8” and 12” PVC water mains, fire hydrants, and domestic water services.
This project will ensure Golden State Water can continue providing reliable water service to local customers.
