GRC 2026 General Case (2028-30)
The rates proposed for 2028-2030 will provide customers in the Los Osos Service Area with long-term value by investing over $8 million in local water infrastructure essential to delivering safe, high-quality, and reliable drinking water.
Proposed investments include evaluating a future interconnection to the State Water Project’s Coastal Branch and partnering with Los Osos Community Service District and San Luis Obispo County to assess the feasibility of bringing an additional water supply source to the community, and drilling a new replacement groundwater well. These projects, combined with ongoing pipeline replacements throughout the service area, will help diversify local water supplies, reduce reliance on groundwater, improve long-term water supply resiliency, and support sustainable management of the Los Osos Groundwater Basin. Together with the company’s ongoing investments in water treatment technology and fire hydrants that support public safety, new investments will help maintain safe drinking water standards and reliable service for the community.

Los Osos – Pressure Relief and Pressure Sustaining Valve
Location: Travis Drive between Rodman Drive and Crockett Circle.
Project Timeline:

Cabrillo Tank Demolition

Water Shutdown – Wednesday, May 29
Location: Vista De Oro Estates (Montana Way, Los Arboles Way, Vista Court and Los Padres Court)
The shutdown is anticipated to commence on Wednesday, May 29, 2024, with completion within the same workday. Interruption of water service will be from 8:00 a.m. to 5:00 p.m.

Exterior Recoat of Water Storage Tank

Lewis Ln Well 2 Demo at Lewis Lane Plant Site
Location: 7035 Lewis Ln, San Luis Obispo, CA 93401

- Undertake well destruction at the Lewis Lane Plant site. Work may include controlled water discharge from the plant site area drainage pit.

Water Main Improvements (Pecho Valley Rd., Rodman Dr., Madera St., San Dominico Ave.)
Location: The new pipeline will be installed on Pecho Valley Road from Rodman Drive to Montana Way, on Rodman Drive from Pecho Valley Road to Madera Street, and on Madera Street from Rodman Drive to San Dominico Avenue.

Rates
As a regulated utility, Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.
2026 General Rate Case (2028-30 Rates)
In July 2026, Golden State Water Company (Golden State Water) will file its 2026 General Rate Case (GRC) application with the California Public Utilities Commission (CPUC). The application proposes water rates and infrastructure investments for 2028, 2029 and 2030.
These rates reflect Golden State Water’s long-term commitment to providing customers with high-quality water and reliable service by proactively investing in their community’s water supply and distribution systems. We never want customers to think twice about the quality of the water coming from their taps.

Proposed Consolidated Rates
The 2026 GRC proposes to combine the Los Osos and Santa Maria ratemaking areas into a new Coastal Region rate structure. If approved by the CPUC, Los Osos metered water rates would remain frozen during this GRC cycle.
If the proposed consolidation of the Los Osos and Santa Maria ratemaking areas is approved by the CPUC, residential and commercial customers in the Los Osos Customer Service Area would see no change to their current monthly bill from 2028 through 2030.

Conservation
While Los Osos and Edna Road areas experienced historical precipitation in 2023, the rainfall did not sufficiently recharge local groundwater basins, the area’s primary water source. Until conditions improve, communities dependent on groundwater remain in Stage Two, and mandatory restrictions with surcharges for water use above allocations remain in effect. Surcharges are the most effective tool to protect local groundwater supplies, especially during summer.
Important Drought Notice:
Golden State Water Company’s Edna Road and Los Osos customers are required to reduce water use by 20% compared 2020.

In order to achieve the mandatory reductions, the following Staged Mandatory Conservation and Rationing plan has been filed for the local water system.
Golden State Water has activated its Staged Mandatory Water Conservation & Rationing (Schedule 14.1) filings that outline restrictions, water allocations, enforcement measures and surcharges designed to achieve reductions due to water supply shortages or to achieve identified water usage goals established by an authorized government agency or official.
The Los Osos community is in Stage 2. Under this stage, all outdoor irrigation is limited to two days per week. Outdoor irrigation is allowed only after 7PM and before 8AM, according to the schedule below.
Golden State Water customers who do not meet the Stage 2 mandatory 20% reduction in water use may be charged a drought surcharge of up to $2.50 per Ccf (or 748 gallons) for all usage in excess of the customer’s usage allocation. Golden State Water is implementing surcharges in Edna Road but not Los Osos. While Golden State Water is not currently implementing surcharges in Los Osos, we are closely monitoring water supply conditions and customer water usage and may implement surcharges if it becomes necessary to spur action and additional conservation.
