Overview

Golden State Water is proud to provide quality, reliable water service to the Apple Valley region. We currently serve approximately 2,900 customers in both Apple Valley and Lucerne Valley.

Four water systems provide water to the Apple Valley Customer Service Area. The Desert View, Lucerne, North Apple Valley and South Apple Valley systems deliver water to customers from groundwater pumped from the Mojave River Basin-Alto Sub- Basin, which is the upper portion of the Mojave River.

Following several years of heavy precipitation and snow in California, conditions have dramatically changed for many parts of the State. In response, the state has rolled back drought emergency provisions that are no longer needed while maintaining other measures supporting regions and communities facing water supply challenges. 

Effective Sunday, May 14, 2023, Golden State Water Company modified outdoor watering restrictions to allow watering up to three days per week. Given that water conditions will continue to evolve, customers are encouraged to use water wisely and only use what is needed. 

Golden State Water is recommending customers limit outdoor irrigation between the hours of 7 PM and 8 AM per the following schedule:

Rates

As a regulated utility, Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.

2026 General Rate Case (2028-30 Rates)

In July 2026, Golden State Water Company (Golden State Water) will file its 2026 General Rate Case (GRC) application with the California Public Utilities Commission (CPUC). The application proposes water rates and infrastructure investments for 2028, 2029 and 2030.

These rates reflect Golden State Water’s long-term commitment to providing customers with high-quality water and reliable service by proactively investing in their community’s water supply and distribution systems. We never want customers to think twice about the quality of the water coming from their taps.

Water Systems: Victorville #1/Apple Valley South, Victorville #3/Desert View, Victorville #5/Apple Valley North, Victorville #6/Lucerne, Wrightwood 

  • The average residential customer in the Apple Valley Customer Service Area with a 5/8 x 3/4” meter using 6,732 gallons (9 Ccf) per month would see their current monthly bill increase from $81.05 to $93.11 in 2028, at the earliest (excluding any applicable surcharges). 

  • The average commercial customer in the Apple Valley Customer Service Area with a 1″ meter using 40,392 gallons (54 Ccf) per month would see their current monthly bill increase from $421.83 to $475.72 in 2028, at the earliest (excluding any applicable surcharges).

2026 General Rate Case (2028-30 Rates)

The rates proposed for 2028-2030 will provide customers in the Apple Valley Service Area with long-term value by investing nearly $13 million in local water infrastructure essential to delivering safe, high-quality, and reliable drinking water. 

Proposed investments include constructing a new groundwater well, reservoir, booster pump station, and fire-hardened facilities in the Apple Valley North System, decommissioning Mohawk Well No. 3A in the Apple Valley South System, and constructing a new Operations Center and Warehouse to support system operations and emergency response. These projects, combined with ongoing pipeline replacements throughout the service area, will improve water quality, strengthen system reliability, and extend the life of critical water infrastructure. Together with the company’s ongoing investments in water treatment technology and fire hydrants that support public safety, new investments will help maintain safe drinking water standards and reliable service for the community.

Current & Upcoming Projects

Loma Vista Road Main Project

Location: On Loma Vista Road, Del Sol Road and Clark Road, in Morongo Valley, in the County of San Bernardino, California.

Project Timeline:
April 2025 – July 2025

Working Hours:
Monday – Friday (No weekends or holidays)
8:00 a.m. – 4:30 p.m.

Construction crews will work to:

  • Install 1,900 LF of 8” PVC water pipe, fire hydrants and water services.

This project will ensure Golden State Water can continue providing reliable water service to local customers.

Llanto Road Main Replacement Project

Location: The new pipelines will be installed on Waalew Road between Mesquite Road and Llanto Road, and along Llanto Road between Waalew Road and Cayman Road in the Town of Apple Valley.

Project Timeline:
Mid-January 2024 – Mid-March 2024

Working Hours:
Monday – Friday (No weekends or holidays)

Construction crews will work to:

  • Install a new 8” PVC water main, fire hydrants, and domestic water services.

Pawnee Well Decommission Project

  • Continue well abandonment at Golden State Water Company’s Pawnee Plant.

  • Construct a 0.3 Million Gallon Welded Steel Reservoir
  • Install 2,800 LF of 8-inch PVC water line
  • Install 120 LF of jack and bore

This project will improve hydraulics in the Apple Valley water system, and increase service reliability by mitigating interruptions caused by aging infrastructure.
