Overview

Golden State Water provides reliable, high-quality drinking water to approximately 17,280 customers in the Arden Cordova Customer Service Area (CSA), which includes portions of Rancho Cordova, Gold River and Arden Manor.

Water supply includes groundwater pumped from the Sacramento Valley Groundwater Basin through Golden State Water’s wells, and surface water from the American River that is treated at the Coloma Water Treatment Plant.

Effective July 31, 2023,  the Arden-Cordova service area has transitioned from a single residential water rate to a three-tiered residential rate structure. Tier 1 is for typical indoor and limited outdoor water use, Tier 2 is for heavier outdoor water use, and Tier 3 applies to the small percentage of users using the most water. This rate structure provides customers with a greater opportunity to control their water bill.

Capital Projects

2026 General Rate Case (2028-30)

The rates proposed for 2028-2030 will provide customers in the Arden-Cordova Service Area with long-term value by investing nearly $23 million in local water infrastructure essential to delivering safe, high-quality, and reliable drinking water. 

Proposed investments include acquiring property for a future groundwater well, a 0.45-million-gallon water storage tank, and a booster pump station, replacing the aging Coloma Reservoir No. 1, upgrading filtration systems at the Coloma Water Treatment Plant, and constructing two new 0.20-million-gallon reservoirs, a booster pump station, and backup power equipment at the James Plant. These projects, combined with ongoing pipeline replacements throughout the service area, will improve water quality, add nearly one million gallons of storage capacity, strengthen system reliability, and extend the life of critical water infrastructure. Together with the company’s ongoing investments in water treatment technology and fire hydrants that support public safety, new investments will help maintain safe drinking water standards and reliable service for the community.

Church Well 25 Project

Pipeline Installation Project

Location: Southbound on Watt Avenue from Barrington Rd to Northrop Ave, and 500’ into the streets of the intersections at Barrington Rd, Hyde Way, Hurley Way, Ardenridge Dr, Humboldt Way, Windsor Dr, Wemberley Dr, Mayfair Dr, Tembrook Dr, Wellington Dr, and Northrop Ave.

September 2023 – March 2024

Working Hours:

Day Shift:
Monday – Friday (No weekends or holidays)
8:00 a.m. – 3:30 p.m.

Night Shift:

Trussel Plant

Project Timeline:
Feb. 4, 2019 – Jan. 22, 2020

Working Hours:

  • Construct groundwater well
  • Construct 400,000-gallon water storage tank
  • Install 3 booster pumps
  • Install 1 generator
  • Construct disinfection building
  • Execute necessary street improvements

Coloma Reservoir

Project Timeline:
Oct. 16, 2018 – January 2020

Construction crews worked to:

  • Recoat interior of Coloma Reservoir No. 3 and the clarifier
  • Conduct structural and safety improvements to the reservoir and clarifier
  • This project will ensure Golden State Water can continue providing reliable water service to local customers.

  • Install 500 LF of 16-inch pipeline
  • Install 1,270 LF of 12-inch pipeline
  • Install 135 LF of 8-inch pipeline
  • Install 3 fire hydrants

Working Hours:

Construction crews worked to:

  • Install approximately 5,800 ft. of water pipe
  • Connect new water pipe to existing pipes

This installation replaced a 50-year old steel pipe, improved the hydraulics of the water system and provided more reliable service to our customers.

Rates

As a regulated utility, every three years Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.

2026 General Rate Case (2028-30 Rates) 

In July 2026, Golden State Water Company (Golden State Water) will file its 2026 General Rate Case (GRC) application with the California Public Utilities Commission (CPUC). The application proposes water rates and infrastructure investments for 2028, 2029 and 2030.

These rates reflect Golden State Water’s long-term commitment to providing customers with high-quality water and reliable service by proactively investing in their community’s water supply and distribution systems. We never want customers to think twice about the quality of the water coming from their taps.

Water Systems: Arden, Cordova, Robbins

  • The average residential customer in the Arden Cordova Customer Service Area with a 3/4-inch meter using 8,228 gallons (11 Ccf) per month would see their current monthly bill increase from $51.58 to $77.12 in 2028, at the earliest (excluding any applicable surcharges). 
  • The average commercial customer in the Arden Cordova Customer Service Area with a 2″ meter using 77,044 gallons (103 Ccf) per month would see their current monthly bill increase from $507.55 to $755.28 in 2028, at the earliest (excluding any applicable surcharges).

Conservation

Following several years of heavy precipitation and snow in California, conditions have dramatically changed for many parts of the State. In response, the state has rolled back drought emergency provisions that are no longer needed while maintaining other measures supporting regions and communities facing water supply challenges. 

Effective Sunday, May 14, 2023, Golden State Water Company modified outdoor watering restrictions to allow watering up to three days per week. Given that water conditions will continue to evolve, customers are encouraged to use water wisely and only use what is needed. 

Golden State Water is recommending customers limit outdoor irrigation between the hours of 7 PM and 8 AM per the following schedule:
