Overview

Golden State Water is committed to serving nearly 20,000 customers in the Central Basin East Service Area, including portions of Artesia, Cerritos, Downey, Hawaiian Gardens, La Mirada, Lakewood, Long Beach, Los Alamitos, Norwalk, Santa Fe Springs, Whittier and adjacent county territory. We’ve been serving high-quality, reliable water to the area for more than 80 years.

Two water systems serve the Central Basin East CSA. Water delivered to customers in the Artesia System is a blend of groundwater pumped from the Central Groundwater Basin. Water delivered through the Norwalk System is a blend of groundwater pumped from the Colorado River Aqueduct and the State Water Project.

Conservation

Following several years of heavy precipitation and snow in California, conditions have dramatically changed for many parts of the State. In response, the state has rolled back drought emergency provisions that are no longer needed while maintaining other measures supporting regions and communities facing water supply challenges. 

Effective Sunday, May 14, 2023, Golden State Water Company modified outdoor watering restrictions to allow watering up to three days per week. Given that water conditions will continue to evolve, customers are encouraged to use water wisely and only use what is needed. 

Golden State Water is recommending customers limit outdoor irrigation between the hours of 7 PM and 8 AM per the following schedule:

Rates

As a regulated utility, every three years Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.

2026 General Rate Case (2028-30 Rates) 

In July 2026, Golden State Water Company (Golden State Water) will file its 2026 General Rate Case (GRC) application with the California Public Utilities Commission (CPUC). The application proposes water rates and infrastructure investments for 2028, 2029 and 2030.

These rates reflect Golden State Water’s long-term commitment to providing customers with high-quality water and reliable service by proactively investing in their community’s water supply and distribution systems. We never want customers to think twice about the quality of the water coming from their taps.

Water Systems: Artesia, Cerritos, Downey, Hawaiian Gardens, La Mirada, Lakewood, Long Beach, Norwalk, Santa Fe Springs, Whittier 

  • The average residential customer with a 5/8 x 3/4” meter using 5,984 gallons (8 Ccf) per month would see their current monthly bill increase from $83.07 to $94.50 in 2028, at the earliest (excluding any applicable surcharges). 

  • The average commercial customer with a 5/8 x 3/4-inch meter using 24,684 gallons (33 Ccf) per month would see their current monthly bill increase from $241.41 to $259.24 in 2028, at the earliest (excluding any applicable surcharges).

2026 General Rate Case (2028-30)

The rates proposed for 2028-2030 will provide customers in the Central Basin East Service Area with long-term value by investing nearly $77 million in local water infrastructure essential to delivering safe, high-quality, and reliable drinking water. 

Proposed investments include replacing aging treatment equipment at Centralia Well No. 6 and replacing 7.2 miles of aging pipelines. These pipeline replacements will help improve water quality, strengthen system reliability, and reduce the risk of costly and disruptive main breaks. Additional projects will strengthen system connectivity, support service to newly acquired customers, and improve security and facilities at the Imperial and Meyer plant sites. Together with the company’s ongoing investments in water treatment technology and fire hydrants that support public safety, new investments will help maintain safe drinking water standards and reliable service for the community.

Hawaiian Gardens – Water Main Replacement

Location:  213th St, 214th St, 215th St, 216th St, Tilbury St, E. Carson St, Claretta Ave, Belshire Ave, Norwalk Blvd and the alley east of Norwalk Blvd.
