Overview

Golden State Water has proudly served the Santa Maria Customer Service Area since 1976, providing high-quality, reliable water to approximately 15,315 customers in Santa Maria, Lake Marie, Nipomo, Orcutt, Sisquoc, Tanglewood, Cypress Ridge and surrounding areas. 

Six water systems serve the Santa Maria Customer Service Area. Water delivered to customers in the Lake Marie, Nipomo, Cypress Ridge, Orcutt and Sisquoc systems comes from local groundwater, which is pumped from the Santa Maria Groundwater Basin through wells operated by Golden State Water. The Tanglewood System is primarily supplied from local groundwater pumped through wells operated by Golden State Water, and has a connection to receive supplemental surface water from the Central Coast Water Authority.

Capital Projects

2026 General Rate Case (2028-30) 

The rates proposed for 2028-2030 will provide customers in the Santa Maria Service Area with long-term value by investing nearly $28 million in local water infrastructure essential to delivering safe, high-quality, and reliable drinking water. 

Proposed investments include replacing an aging 85-gallon-per-minute groundwater well in the Sisquoc System, upgrading nitrate, iron, and manganese treatment facilities, replacing a 0.275-million-gallon reservoir in the Cypress Ridge System, drilling a new replacement groundwater well in Orcutt, and modernizing critical pumping and electrical infrastructure across several local water systems. These projects, combined with ongoing pipeline replacements throughout the service area, will improve water quality, strengthen treatment and storage reliability, enhance system resiliency, and help ensure a dependable water supply for local homes and businesses. Together with the company’s ongoing investments in water treatment technology and fire hydrants that support public safety, new investments will help maintain safe drinking water standards and reliable service for the community.

Otono Place and Primavera Lane Area Main Replacement

Location: The new pipeline will be installed on Primavera Lane (southwest of
Verano Way), Otono Place, and at the intersection of Division 
Street and Las Flores Drive.

Rates

As a regulated utility, every three years Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.

2026 General Rate Case (2028-30 Rates)

In July 2026, Golden State Water Company (Golden State Water) will file its 2026 General Rate Case (GRC) application with the California Public Utilities Commission (CPUC). The application proposes water rates and infrastructure investments for 2028, 2029 and 2030.

These rates reflect Golden State Water’s long-term commitment to providing customers with high-quality water and reliable service by proactively investing in their community’s water supply and distribution systems. We never want customers to think twice about the quality of the water coming from their taps.

Consalidation

The 2026 GRC proposes to combine the Los Osos and Santa Maria ratemaking areas into a new Coastal Region rate structure. If approved by the CPUC, Los Osos metered water rates would remain frozen during this GRC cycle, while Santa Maria customers would see a larger proposed bill increase than they would if Santa Maria remained separate.

Proposed Non-Consolidated Rates

  • The average residential customer in the Santa Maria Customer Service Area with a 5/8 x 3/4” meter using 8,976 gallons (12 Ccf) per month would see their current monthly bill increase from $95.25 to $114.62 in 2028, at the earliest (excluding any applicable surcharges). 
  • The average commercial customer in the Santa Maria Customer Service Area with a 5/8 x 3/4″ meter using 36,652 gallons (49 Ccf) per month would see their current monthly bill increase from $271.58 to $305.31 in 2028, at the earliest (excluding any applicable surcharges). 

Proposed Consolidated Rates

  • The average residential customer in the Santa Maria Customer Service Area with a 5/8 x 3/4” meter using 8,976 gallons (12 Ccf) per month would see their current monthly bill increase from $95.25 to $121.38 in 2028, at the earliest (excluding any applicable surcharges). 
  • The average commercial customer in the Santa Maria Customer Service Area with a 5/8 x 3/4″ meter using 36,652 gallons (49 Ccf) per month would see their current monthly bill increase from $271.58 to $325.89 in 2028, at the earliest (excluding any applicable surcharges).

While the region has experienced increasing levels of precipitation since 2023, the rainfall did not sufficiently recharge local groundwater basins, the area’s primary water source. Until conditions improve, the Cypress Ridge and Nipomo water systems remain in Stage Two with mandatory restrictions while Santa Maria, Lake Marie, Sisquoc, and Tanglewood remain in Stage One.  

Important Drought Notice:

Cypress Ridge and Nipomo customers are required to reduce water usage by 20% compared to 2020.
